What Level 2 Actually Requires
Level 2 covers 110 practices aligned to NIST SP 800-171. If your organization handles Controlled Unclassified Information (CUI), Level 2 is your baseline requirement. It is not optional. It is not a best practice. It is a contract condition.
- Third-party assessment (C3PAO) required for most contractors handling critical CUI.
- 110 practices across 14 domains, from access control to system and communications protection.
- No POA&Ms accepted for high-priority items at the time of assessment.
- Assessment results posted directly to the Supplier Performance Risk System (SPRS).
- Continuous monitoring required. Not a one-time certification.
The Assessment Is Not the Hard Part
The assessment reveals the state of your program. The hard part is building a program that holds up, continuously, not just at audit time.
Organizations that do not achieve certification at their first assessment typically have one thing in common: they treated compliance as a project. They prepared evidence. They reviewed policies. They resolved gaps in a sprint before the assessment date.
Auditors do not evaluate your sprint. They evaluate your system.
What Operators Do Differently
An operator-led program maintains controls continuously. Evidence is not collected before an assessment. It is produced as a byproduct of operations. Gaps are identified and resolved by the operator, not discovered by the auditor.
This is the only approach that produces consistent outcomes across assessments. Not preparation. Infrastructure.
